1.      Japan Raises Sales Tax After 17 Years


The Japanese government has raised sales tax for the first time in seventeen years in a move that could risk the country's still fragile economic recovery1.
Japan was hit by more than a decade of deflation after it last increased the tax in 19972.
The prime minister, Shinzo Abe, said the increase from 5% to 8% was to stabilise government expenses and meet increases in social security costs3.
His government has helped trigger economic growth with stimulus policies based on cheap money, government spending, and structural reform4.
Analysts say the tax hike is a major gamble for the world's third largest economy at a time when business confidence remains tentative5.

2.      New Malaysian Economic Plan


Malaysians have enjoyed cheap sugar and petrol for decades1. The government spent around ten billion dollars last year to keep the price of food staples and energy artificially low2. These subsidies have been blamed for sustaining Malaysia's high budget deficit3. Nor Mohamed Yakcop is in charge of drafting the five-year economic plan4. He said the subsidies will be gradually reduced over five years to save costs5.
Nor Mohamed Yakcop: "The way the subsidies work now, even those who don't need it get the same assistance6. So we will target it to the needy and to the poor7."
But the five-year plan doesn't address the more controversial aspects of an affirmative action policy8. It gives special privileges to the Malay majority in housing, education and government jobs9.
Analysts say the policy distorts the market and makes Malaysia less competitive10. But the prime minister said the policy needs to be revamped rather than scrapped11. He repeated his commitment to redistributing wealth into the hands of the Malays, who remain among the poorest in the country12.
